EUROPEAN PASSENGERS’ FEDERATION Annual Report 2024
EPF’s 2024 Annual Report reflects another year of strong collaboration within the UPPER project.
Throughout the year, EPF actively promoted inclusive, accessible, and passenger-centric mobility by engaging in UPPER events and knowledge-sharing activities. Notably, EPF participated in workshops and webinars focused on user needs, such as the “Leaving no-one behind: safe, accessible and inclusive mobility” session at the Eurocities Mobility Forum and the UPPER workshop on “User-Centric Solutions and Inclusive Transport,” where EPF highlighted the importance of addressing transport poverty. At TRA Dublin, EPF also participated in the Strategic Session on People-Centred & Inclusive Mobility, emphasizing the Mobility-as-a-Right (MaaR) concept—an essential pillar of UPPER.

In addition to speaking at workshops, webinars, and contributing to the U-KNOW platform with articles on transport poverty, EPF continued supporting the project’s dissemination and engagement efforts, helping to amplify end-user voices. Through these activities, EPF reaffirmed its commitment to being the voice of public transport users and ensuring that the design and delivery of public transport systems leave no one behind. EPF also played a role in reviewing the project's deliverables.
The 2024 Annual Report highlights our work across key areas:
✅ Policy advocacy — including multimodal passenger rights, interpretative guidelines on air travel, and integrated ticketing;
✅ Participation in EU-funded projects such as UPPER Project EU, Gemini Project, @SHOW Project, TOD-IS-RUR Network, SIGN-AIR, InclusiveSpaces and @Hyper4Rail;
✅ Continued engagement with our members through regular communication and quarterly meetings.
