What is UPPER Replication programme?

UPPER is an EU-funded project aiming to strengthen the role of Public Transport as a cornerstone of sustainable mobility and innovation in cities. The 10 UPPER Living Labs (Valencia, Rome, Versailles Grand Parc – Île de France, Oslo, Mannheim, Lisbon, Leuven, Budapest, Thessaloniki and Hannover region) are implementing almost 80 measures on the ground to push people out of private cars and instead pull them closer to Public Transport.

Now the time has come for UPPER Living Labs to share their experience with implementing innovation in Public Transport with the wider European mobility community!

We are searching for cities to join the UPPER Replication programme and become one of the 10 Take-up cities committed to taking their public transport systems to the next level through learning from the project results and implementation experience of the UPPER Living Labs.

Each Take-up city will choose up to three thematic areas they want to follow within the Programme. Series of online activities will be performed in relation to each thematic area: webinars, workshops and one-on-one exchanges with the UPPER Living Labs. During those, the UPPER Living Labs will share their experience and lessons learned and support the Take-up cities in creating their Replication roadmaps. At the end of the Programme, the Take-up cities will be invited to join the next UPPER General Assembly in Mannheim and participate in a series of knowledge-sharing activities there.

The Programme is structured around 10 thematic areas:

  1. Behaviour change / Campaigns
  2. Behaviour change / Incentivisation
  3. Data-driven traffic management
  4. Digital services to support multimodal travel
  5. Low Emission Zones, Access regulations and Parking Management
  6. Physical integration of services & multimodal hubs
  7. Peri-urban and on-demand mobility
  8. Public transport network improvement & prioritisation
  9. Public transport stops and facilities
  10. Urban space redesign

How is it going to work?

Who can apply?

A Take-up city can be represented by any of the following 3 types of entities in their application:

  • City administration in charge of mobility;
  • Transport authority regulating traffic, mobility or public transport;
  • Publicly-owned or co-owned public transport operators. 

Please note that to participate in the programme, your city must have a) a designated department in charge of mobility and b) an operating regular stop-based public transport system in place.
